Deploy gerrit master (then 2.16) to gerrit.git.wmflabs.org

Description

Seeing as 2.16 has not been branched yet i am going to try and deploy the master version to gerrit.git.wmflabs.org to gather feedback.

I will later on upgrade to the branched 2.16 release.

Notes:

Groups is now in notedb.

Polygerrit has a refreshed ui. (you can now easily tell the status of changes)
