We may want to re-check this once T209473: CX2: Communicate template exists in the target wiki but mapping could not be completed is completed. Since that is expected to deal better with templates that exist on the target wiki but could only be adapted partially.
@Pginer-WMF - you're right. I re-checked in wmf.4 - the warning to a user about a unavailable template is in place. Closing the task as Resolved.
