I think the wiki will be public. publicly readable, editing restricted. But I will leave @Urbanecm to confirm whether this can be replicated to labs.

Fishbowl mean public can read, those with account can edit. The current standard is to replicate fishbowl wikis to labs.
Please note some objections were raised, so it is not 100 % sure the wiki will be created. If there's anything to be done before wiki creation, please do not process until the objections are resolved. I will unstale this task when this will happen. See the parent task for details.
