@Jayprakash12345 I contacted local admin to create in wiki configuration 3days ago seems like they are busy at the moment, meanwhile I have created template welcome

Update:
Per the global RfC, users should only be welcomed on Wikimedia projects where they created their account or have made edits. (T426206)
As a result, wgNewUserMessageOnAutoCreate was replaced by wgNewUserMessageOnFirstEdit, and a user whose account was created automatically will receive a welcome notification when they make their first edit.
