I don't understand you. Why do I have to lower the quality of the video I've taken so hard? This video is the opening ceremony of this document. It is more important than other images.

Valerio, as long as file is below 4GiB (or 4GB), it is 100% acceptable to upload any file they wish (provided they are fit to Commons policy, which is outside scope of this ticket).

I'm going to download it and then upload it from my account, if he is fine with this (asked on talk page since he asked help w/r/t this ticket)
