Description

When I go to create an account on https://en.wikipedia.beta.wmflabs.org, I get:

Visitors to Wikipedia using your IP address have created 6 accounts in the last 24 hours, which is the maximum allowed in this time period. As a result, visitors using this IP address cannot create any more accounts at the moment. If you would like to request an account be created for you, follow the instructions at Wikipedia:Request an account.

I'm working from my home address IP and haven't created any accounts recently. I need to be able to create accounts in order to test my work on T210003

Yeah I went to https://en.wikipedia.beta.wmflabs.org/wiki/Special:MyContributions while logged out and it redirected me to the contribs for the new varnish private IP :|
