{project}.wmflabs.org should always be a domain owned by the relevant project, even if there is also an A record to the proxy system with that name

This is no longer a problem after the API changes made to dynamicproxy last year, when it started selecting the most specific zone instead of just always using .wmcloud.org. or .wmflabs.org.
