Description

When one create a new bug report, I don't think it should be directly assigned
to Wikibugs <wikibugs-l@wikipedia.org>. Instead we might want to leave assignee
empty and CC: Wikibugs <wikibugs-l@wikipedia.org> instead.

Hopefully mailing list will still receive the creation report.

As far as I know this can't be done; a bug must always have an assignee.
