Scap2 to use etcd for target servers

Description

In order to roll out changes to affect a specific amount of traffic, scap needs to know which servers are pooled and their weights. Scap can pull that information from etcd and find which servers to target. Ιn addition, we should be able to get which DC is active (resolves T204907)
