CX2: Translations to dewiki display black blocks

Description

  1. On dewiki start a new translation (with CX2) from any language to de.
  2. The loaded source article and translation will display as black blocks.

Note: ContentTranslation version 1 works correctly.

I verified this is happening in production, on dewiki.

Four Wikipedias are protesting against EU Copyright Directive - https://wikimediafoundation.org/2019/03/20/four-wikipedias-to-black-out-over-eu-copyright-directive/

Black boxes in CX will go away after the blackout ends. It is supposed to last 24 hours on March 21.
