Add user preference to disable "navigate away" warning / minor language fix

Description

Under vector there is the popup "Are you sure you want to navigate away from this page?" if one has made changes to the article. There should be a simple opt-out option (such as a preference setting) as this easily turns annoying for more experienced users with non-IE browsers.

Also, the popup continues "Leaving this page will cause you to lose any changes you have made.". This is not true. As far as I know, MS IE is the only browser where this happens. So a browser test and/or a text change might be appropriate.

But the main part of this request was to implement an opt-out option (such as a preference setting) as this easily turns annoying for more experienced users.

Many editors using non-IE browsers regularly jump back and forth while editing and these editors are are already complaining loudly all over the place. (Reopen)
