It turns out that wgUseAJAXCategories does not always work. On my test wiki, which has the same settings as translatewiki.net, except for having [[mw:Extension:Google AdSense 2]] active, it works. With the extension enabled, it will allow removal of categories, but not addition of categories.

Clicking "Add category" on [1] results in the page scrolling to the top of the page, and no 'Add category' form at the bottom.

Possible solution in r55273 ?
