Patroller rights changes for ro.wp

Description

Per the discussions here and here , please implement the following changes on ro.wp:

  • patrollers rights to be given by admins instead of bureaucrats
  • patrollers to receive the "rollback" user right

Done. The patch you provided allows to grant, not remove, patrollers. If that's not desired, reopen&upload a fix.
