For https://www.wikidata.org/wiki/Topic:V73q4742vi3wb49x , the blocked user has complained to me via email that they cannot reply to the thread, even given that they created the thread. They can presumably make new threads, but as MediaWiki is considering these topic pages to be distinct from their talk page, they aren't being allowed to edit it.
