Slider: Add Slider `input type="range"` component to Codex

Description

Neither in OOUI, nor in mediawiki.ui, nor in current components collection there's a 'slider' component look & feel defined.
Within Wikimedia universe, the last slider UI component available was jqueryUI's.

We should consider laying the foundation for such component.
