The current form design in GlobalWatchlistConfig page looks bad. Let's redesign it and make it more like Special:Preferences.

To-Do

• Rename the Global Watchlist link to something like Back to Global Watchlist.
• Move Reset changes made button to the bottom of the page.
• Move the Save button to the bottom of the page since it saves all settings not just changes to sites. And make it a primary and progressive button.
• Add a Restore default settings destructive and primary button which will reset all settings to default.

Note that Reset changes made, Save, Restore default settings should be in the same line. Or else it will look bad and leave some unused whitespace. We can do this by grouping them using OOUI layouts.
