Another weird bug, huh. @Huji I was able to reproduce the same. Is this happening only with this particular file or any other files are rendering like this?
Anyway I now have exported this file to Commons. And for some reason, this file is being rendered 90° anti-clockwise. I also viewed the original image, and it appears the image is the one at fault here. It was rotated incorrectly from the beginning! The question is now why Mediawiki rendered it's low quality thumbnails correctly on fa-wiki.

I've asked @Steinsplitter's bot to rotate the file on Commons. Let's see how the bot handles that.
@Masumrezarock100 and @Steinsplitter it seems like the file on Commons was not touched by the bot. I move the original file on fawiki to a different name so it can be retained for the purpose of this task.

For every size of the thumbnail, upscaled and downscaled, I see the image rotated exactly as the metadata instructs.
@Huji, does this issue still exist or has it been fixed?
@AntiCompositeNumber now it is rotated 90 degrees to the left (well, technically, 270 degrees to the right) everywhere. So we are consistent. Marking it as resolved.
