A user might have/have not applied for a partner before, and the application(s) may/may not have bee approved. We currently just show the parent application for renewals. There could be applications made to the same partner, collection combination that aren't renewals. In any case, this information (previous apps for a partner/collections for a user) is not obvious, unless the coordinator is looking for it. Change it – show app history for a partner/collection for a user on their current application evaluation page.
