Extracted from T236301: Article footer and read more

At the end of the footer section of an article, add the last updated timestamp. This information is available in the mobile-sections API response under lead.lastmodified

It would be nice to have a human relative time (yesterday, 3 weeks ago, ...) but it's not worth bringing a heavy external library. It should at least be formatted according to the locale configured on the phone.
