Acceptance Criteria:

  • Confirm whether or not PRU can be made a global preference for all users
  • If not, implement changes so that PRU can be made a global preference for all users

Yes. It can be set in Special:GlobalPreferences.

I tested that, when turned on globally, the new password reset conditions are enforced across two different, connected wikis.

I tested this on https://en.wikipedia.beta.wmflabs.org/ and https://commons.wikimedia.beta.wmflabs.org/
