Steps to reproduce:
Visit https://meta.wikimedia.beta.wmflabs.org/wiki/Special:AbuseFilter/new with an account that has the rights needed to create an abuse filter
Add conditions
Click "Save filter"

Expected result:
Filter saves

Actual result:
"The edit wasn't saved! Please save again."

That's because token validation is failing. You get the same issue when you try to log in, hence closing as duplicate (same root cause).
