SuggestionList background transition should be slowed down

Description

Currently suggestion list uses 100ms transition-duration-base for background color transition. As this affect a huge area, it's advantageous to use a longer duration of 250ms for the background color change.
250ms is transition-duration-medium variable value of WikimediaUI Base.

Thanks for the input @Volker_E. I have not tested yet how the proposal looks in practice and how it compares with the current situation. Some clarifying questions below:

Just to confirm is this the transition that turns the background blue when hovering with the cursor? Do those have a transition in the background color, or are you referring to something else?

Reading the original guideline it seems to be referring to movement (a large element moving slower to make it less jarring). However, I'm not sure whether the same applies to a background color transition. Slowing down the highlight of an element may convey lack of responsiveness.

We have elements in the UI where the background color change is immediate (0s), and I'm not sure that changing it based on their size would lead to a result that is perceived as consistent.
