Upgrade LibreNMS to 1.63

Nothing urgent but some nice to have:

  • Global search MAC Address (#11434)
  • Opengear add mempool discovery+polling
  • Fix routing engine discovery on standalone JunOS devices (#11381)
  • Fix global search by IP (#11395)
  • Lots of small WebUI improvements
