Feature request: support for complex list-defined notes used in conjuction with list-defined references
Open, Needs TriagePublicFeature

Description

Currently (at least on en-wiki), list-defined references and list-defined notes can only be used together so long as none of the notes make reference to any of the list-defined references. If this is attempted regardless, errors will result. For example, the following would result in an error, and would force the use of either inline notes or inline refs to avoid such errors.

{{notelist|refs=
{{efn|name=exceptions|Except for when it's smoggy or there's a wildfire or it's nighttime, as well as other exceptions.<ref name="nasa" />
}}

<ref name="nasa">nasa.gov</ref>
}}

Support for arrangements like this would be an excellent thing to have.
