The php extension pcntl is used in core, TimedMediaHandler and Scribunto.

It is not possible to install it on windows, for this need there is a stub in core to provide the necessary information for phan to make it pass.

The stub is located in core, but needed by the extension.

Would be nice to move the stub to base config.
