Create Page mover user group & restrict page move for some user groups on Nepali Wikipedia

Description

New group

Usergroup name:- Page mover
Usergroup rights:- move, move-categorypages, move-subpages, suppressredirect
Usergroup users added/removed by:- sysop

Restriction

Set move rights false for autoconfirmed and confirmed users.
Set suppressredirect rights false for rollbacker and bot users.

The Nepali community has decided to add Page mover user right as well as restrict page move to autoconfirmed and confirmed users due to persistent page moving activities in wrong name. The right will be handled by admins.

What exactly should the "Page mover" group be able to do? Sorry if this is a stupid question but different projects have slightly different mover groups and we need to be sure what exactly this group should be able to do.

-We are planning to give page moving ability to a fixed group of people, not to all autoconfirmed users. This is to minimize vandalism and title disputes.

I'm sorry, but those two comments are mutually exclusive. Stalling until claified.

Sorry for the confusion, As I mentioned we are planning to create a group that will be authorized to move a Ne-wiki page (other than admins). But for now please limit the Page Mover ability to the admins. Let me know if it not clear yet.

To handle the page move request we need 'Page mover' user right locally. The feature for the page mover user group should be similar to that of the English Wikipedia. Good find @Saroj_Uprety - I have look at Nepali Wikipedia ListGroupRights, where rollbackers and bot users have ability to 'suppressredirect'. So hereby I would like to request to @Jayprakash12345 ji to add these user groups in restriction section of this task. Thank you

@KrishDulal Da, please check the discussion at chautari. We agreed there to create a separate user group- 'Page mover' just like en.wiki had and restrict the page move functionality for the all group of users (auto confirmed, confirmed, rollbackers and bot) who have currently access to move a page. After this deployment, 'Page mover' and 'admins' only have ability to move a page on Nepali Wikipedia. Thanks
