Summary:
Seddon reported today that there may be some security issues with the desktop small banners, and that they could easily be replicated in a phishing scam (and if I understood correctly this is due to how the banner is currently placed within the article?). As such, it would be best if we move the desktop small banner all the way to the top of the page. Another added benefit of this is it would help us prepare for the desktop refresh update (T255727), that will possibly be going live in France soon.

Current behavior:
Currently the desktop small banners are located floating left on the intro paragraph of an article.

Expected behavior:
It would be great if the desktop small banner were moved to the top of the page, as this would reduce potential security issues as well as prepare the banner better for desktop refresh updates.
