Footnote in Flow messages in not parsed

Description

When starting a new topic in a Flow page or editing a message with source editing, the footnote is not parsed.

Steps to reproduce:

  1. On a Structured Discussion page like https://www.mediawiki.org/wiki/Project:Support_desk
  2. Click on the box "Start new topic".
  3. If necessary, click on the pencil icon to change to source editing.
  4. See the footnote of the message box.

Actual result:
Wikitext <a title="mw:Special:MyLanguage/Help:Formatting" href="/wiki/mw:Special:MyLanguage/Help:Formatting" target="_blank">uses markup</a> and you can <a href="#" class="flow-ui-editorWidget-label-preview">preview the result</a> anytime.

Expected result:
This text parsed.

I was going to file a bug report on this, but I see I’m not the first. FWIW, I just now experienced it on iOS 12 Safari; haven’t checked other platforms. Happens in Vector, Timeless and desktop-web Minerva (but not in mobile-web where the text isn’t present and there’s no visual editing or preview mode, which is a separate problem).

On a tablet the footnote wraps to two lines and overlaps the last line of input text, making it difficult to position the cursor or select words using a touch-screen.
