Description

This ticket includes additions to the blocklist (don't show these terms on images) as well as the withhold list (don't show images that have these terms)

BLOCKLIST UPDATE (add to wgMachineVisionWikidataIdBlacklist in /wmf-config/InitialiseSettings.php):
