I read the discussions at the bottom and I only see a mention of a power button on bot user pages?

Hello @Wikicology. It is not clear to me what are you requesting. The bot user group exists in all Wikimedia wikis. Could you please clarify what specific issue you have so we can better assist you? Thank you. Regards.

Hello @MarcoAurelio and @RhinosF1.

We want a local sysop to be able to grant a bot flag to bot operators. Our recent changes are often flooded with bot edits and we want that to be hidden.

If a local admin could grant a bot flag, I believe it would be fine. Thanks for your help.

Allow administrators to grant bot, administrator or interface admin rights

Rejected because granting and removing those flags is a task for bureaucrats where present, or stewards. Interface administrators also have highly sensitive permissions (to edit CSS and JS pages) and requests for granting must be carefully considered. As such, it is necessary that only bureaucrats or stewards handle this task.

We do not have a local bureaucrat. It's often difficult to track vandalism if Bot edits flood recent changes.

As Rhinos pointed by linking to the Limits to configuration changes page, it is bureaucrat's task to determine whether an account should (not) be flagged. If there is no available bureaucrat (either because none was elected, or because all bureaucrats are currently inactive), the stewards will act as local bureaucrats. In that case, you need to use https://meta.wikimedia.org/wiki/Steward_requests/Bot_status to get a bot flag for an user.

Is granting a bot flag restricted to Crat only?
