Description

The Refill tool on English Wikipedia is stuck with the message "Pending
Waiting for an available worker."

Steps to Reproduce:

Browse to https://refill.toolforge.org/ and enter the title of any Wikipedia article. Click 'Fix Page'

Actual Results:

The status message 'Pending Waiting for an available worker.' appears, and remains indefinitely.

Expected Results:

The tool should begin processing the references in the article.

It looks to be working again after the restart. The backend of this tool likely fell down yesterday when the tools-redis service was offline for about 10 minutes.
