I after get caught out with this. After pressing "Review your changes" there is no way to enter the edit summary before publishing. There is a back button but it is not prominent. An improvement might be one of the following:

• Put the prompt for an edit summary on the review changes window, so you can type the edit summary before pressing Publish.
• Display a confirmation like "are you sure you are ready to publish because you have not typed an edit summary"
