Add extended-confirmed group and restriction level for bgwiki

Description

Hi! Could you please configure the extended-confirmed group and restriction level for the Bulgarian Wikipedia with the following parameters for autopromotion (basically, what jawiki uses):

  • edit count (APCOND_EDITCOUNT) = 500
  • account age (APCOND_AGE) = 120 * 86400

I'm not entirely sure how APCOND_INGROUPS plays here, so I'll just mention that we have one bureaucrat who is not a sysop—if that's something that needs to be taken into account.

The discussion on our VP went for 15 days and there was a consensus in support of the proposal (Google Translate).

NB: I believe all the relevant MW names and messages are already translated to Bulgarian.

I'm not entirely sure how APCOND_INGROUPS plays here, so I'll just mention that we have one bureaucrat who is not a sysop—if that's something that needs to be taken into account.

That's a constant for filtering criteria based on a user group. For instance a user can be denied automatic promotion based on their user group or the promotion can be made conditioned to being in certain arbitrary group or groups.
