Special:Stabilization should display why the user does not have permissions to use it

Description

Currently if I open Special:Stabilization with an account that doesn't have permissions to stabilize pages, I see this generic error message:

It should display why the user can't do that like other special pages do that:

@Majavah I can't find documentation for Special:Stabilization, and it doesn't seem to exist on enwiki or mediawiki. On what wiki are you encountering this error? What specific steps do I need to take to reproduce the error?

It exists at least on test2wiki and on fiwiki. I'm not exactly sure which setting controls it but it allows me to set the default view for logged out users to stable versions only and add restrictions on who can review revisions on that specific page.
