Description

The Wikimedia IRC operators have requested giving the wmopbot account +o permissions in #wikimedia-operations to ease channel maintenance. Primarily this will allow channel ops in #wikimedia-ops to kickban users when no local ops for #wikimedia-operations are around. The bot already has ops in other channels so I hope this is non-controversial.
