section=new links opening in VE

Description

section=new links should always load in source mode, but if you have VE as your default editor, it seems they are trying to load in VE:

  1. Ensure your default editor is VE, and that you aren't using two edit tabs
  2. Open https://www.mediawiki.org/wiki/Gerrit/New_repositories/Requests
  3. Click "Request"

You should get a wikitext editor, and never VE

I can reproduce with this URL: https://www.mediawiki.org/w/index.php?title=Gerrit/New_repositories/Requests&action=edit&preload=Gerrit/New_repositories/Request_preload&editintro=Gerrit/New_repositories/Request_preload_intro&nosummary=true&section=new

This should open the wikitext editor for a new section, but if you're using single edit tab set to "Remember…" or "Always give me the visual editor…", it will open the visual editor for the whole page.
