Description

HasTemplateFeature takes a slightly different code path when the value is quoted. The intent is to do a case-sensitive match for the template name, but it seems like there's more going on - the Wikifikovat template exists, matches the casing, and the way it's invoked in e.g. https://cs.wikipedia.beta.wmflabs.org/w/index.php?title=Energetick%C3%A1_%C3%BA%C4%8Dinnost&oldid=1687&action=raw also matches the casing.

The examples don't work right now due to T275975: Search broken on beta cluster wikis.
