Description

Background

The Growth team is currently scaling its features to many wikis, see T247507: Scale: deploy Growth features to 100 wikis. Right now, it is not possible to deploy to a wiki which has variant D at least partially enabled without providing links from wgGEHomepageSuggestedEditsIntroLinks. They are linked based on welcome survey responses, as part of GrowthExperiments-NewcomerTasks onboarding.

Requirements

Make it possible to omit any links from wgGEHomepageSuggestedEditsIntroLinks, to not let them being displayed at all. That part of the onboarding feature should be not displayed at all.
