Create geoshapes component under the Maps project

Description

The geoshapes endpoint is being extracted into a new service, see T274388: New Service Request geoshapes.

It would be good to have a component board to organize the related tasks properly, like Maps (Kartographer).

I suppose this will also be a milestone, looking at https://phabricator.wikimedia.org/project/profile/1127/ . Any code location link for this service?
