cinder: Upgrade to same in codfw than eqiad

We seem to have a different version on codfw than eqiad, it's a minor upgrade (no major version) so should be
hard/worrying.

I would just look for packages with cinder in their name and then apt-get upgrade them (preserving existing config) then force a puppet run and that should do it.

Upgraded the packages, but can't run puppet now as it's disabled for puppet tests. Will try again later today.

Since we've done U and V upgrades on the codfw1dev boxes this shouldn't matter anymore
