Type of quota increase requested: 16->20GB RAM, 8->10 CPUs
Reason: I want to rebuild upgrader-06 using a fully puppetized version instead, but I can't create a new instance of the same size (4 CPUs/8GB RAM) while leaving the current one running.

This could be temporary since I only want to keep one instance but then I'd need to request the quota increase when I do the bullseye upgrade, so whatever is preferred.
