Create Draft namespace on itwiki

Description

Since there was a discussion on itwiki about introducing the draft namespace which had a positive consensus, can you please create Draft namespace, adding "noindex, nofollow" in the robot policies and enabling also the VisualEditor.

The names for the namespaces are:
ns118 = Bozza
ns119 = Discussioni_bozza

The approved discussion also involves the implementation of the "ArticleCreationWorkflow", so only autoconfirmed users can be allowed to create new pages, but another ticket will be open as soon as we are ready for this change.

@Superpes15 Should the two namespaces be added to $wgExemptFromUserRobotsControl (see https://www.mediawiki.org/wiki/Manual:$wgExemptFromUserRobotsControl). This would ensure that the pages could not be manually indexed with __INDEX__.

@Zabe For sure. I didn't think about it. This is really helpful to prevent manual indexing! Thank you :D
