Specific video doesn’t play with video.js in Chrome

Description

Steps to reproduce

  1. Make sure the new video player is turned off in your Commons preferences (using an incognito window is also a solution).
  2. Go to https://commons.wikimedia.org/wiki/File:SMPTE_bars_and_tone.ogv in Google Chrome/Chromium and try to play the video.
  3. Notice that the video is played.
  4. Now make sure the new video player is turned on in your Commons preferences.
  5. Reload the file page and try to play the video.

Actual results

  1. A message appears informing you that The media could not be loaded, either because the server or network failed or because the format is not supported.

Expected results

  1. The video is played.

Software versions

  • Broken in Chromium 90 on Debian 10, as well as Google Chrome 90, Google Chrome Canary 92 and Microsoft Edge 90, all three on Windows 10.
  • Works in Firefox 78.10 on Debian 10.

Event Timeline

No, Kaltura is the one that works. It doesn’t make any sense to tag the component that works and not tag the one that’s broken.

It also doesn't play directly in Chrome https://upload.wikimedia.org/wikipedia/commons/0/0b/SMPTE_bars_and_tone.ogv
Next to that, the webm derived files report 3kbs and also fail to play, while the VP9 transcode to 240P works but the VP9 120P cannot be generated for some reason.
VLC doesn't play the audio of the video ('too low audio sample frequency (2500)') which I assume means 2.5K, whereas 20K to 48K is common for audio.
If you take the raw original revision of this file, then that DOES work in Chrome.

All of this combined indicates a problem with the 2020 upload which attempted to convert the file to a new format.
