Hello, this was just done. I had to delete MediaWiki:Newusermessage-substitute to make it work on your wiki, as the template you put to https://pt.wikinews.org/wiki/MediaWiki:Newusermessage-template doesn't support substitution, see https://w.wiki/3Lem for an example. Once you make the template support substitution, feel free to undo my deletion. Best, Martin.
