Description

I performed a shelve operation on https://horizon.wikimedia.org/project/instances/43d3e9f2-b7d5-4a51-92b6-6a636839d66f/ at 1340 UTC. It's now 1420 and the shelve is still running.

I think what happened is that the shelve command immediately failed and then the VM stayed in 'shelving' state forever. Looking deeper I see that 'shelve' relies on snapshot functions which we do not currently support, so I'm going to disable the feature.

In addition to having a terrible UI (T284462) shelving also doesn't work at all. I've disabled that 'feature' and have also reset the state of this VM to active.
