User Story

As someone who has a question related to editing a particular article and is considering starting a new discussion on the article's talk page, I'd like to know what other editors might be interested and equipped to answer such a question so that I know who I might direct the question I am asking to.

Context

Article talk pages give little indication to people viewing them about which other editors might have subject matter knowledge about a particular topic and who might be interested in sharing this knowledge with other, less knowledge/experienced, editors.

Consider this example: since creating the Story in Taipei article in July 2019, user:Kusma has edited the page 24 times. Yet, the Story in Taipei talk page does nothing to explicitly communicate this to the people who are viewing it.
