Distracting tooltip appears when hovering with cursor over a Wikipedia-internal link with MinervaNeue theme

Description

List of steps to reproduce (step by step, including full links if applicable):

  1. Login to Wikipedia
  2. Switch to MinervaNeue theme
  3. Open some random article
  4. Hover over a link which leads to another Wikipedia article

What happens?:
An unnecessary tooltip appears along with the preview of the article. Screenshot attached.

What should have happened instead?:
No tooltip when there is a preview of an article

Hi @Liubomirwm, thanks for taking the time to report this and welcome to Wikimedia Phabricator.
Cannot reproduce on https://en.wikipedia.org/wiki/Computer?useskin=minerva#Digital_computers using Firefox 90 and Chromium 91 after enabling Page previews on https://en.wikipedia.org/wiki/Special:Preferences#mw-prefsection-rendering . No tooltip is shown.
Please include browser information and make sure that no gadgets or user scripts interfere.

Just for the record / to be clear, i found out that the duplicate bug is correct/canonical. In addition, the title of this bug is wrong - this happens with any theme even when logged out from Wikipedia.
