Show IP block length in the blocking UI

Feature summary (what you would like to be able to do):

When blocking a user, the option "Automatically block the last IP address used by this user, and any subsequent IP addresses they try to edit from" isn't clear that this block length is not the same as the user block. Instead, it is for $wgAutoblockExpiry seconds, which is 24 hours on most wikis.

I think it would make sense to add this durations to the message:

Automatically block the last IP address used by this user, and any subsequent IP addresses they try to edit from, for a period of <24 hours>
