Do not show unhelpful "Take me to another page" link to Special:Random when partially blocked on mobile site

Description

List of steps to reproduce (step by step, including full links if applicable):

  • Get partially blocked (ask me or your local BOFH)
  • Try to edit a page

What happens?:
You are told "You have been blocked from editing this page. Try editing another page. See more" with a button that says "Take me to another page". This button points to Special:Random. This is unhelpful for two reasons: first of all, editing some random page is not a valid substitute for editing the page I want to edit. Second, if you're blocked from the main namespace(s), Special:Random will never take you to a page you can edit.

What should have happened instead?:
Probably get rid of the button altogether. If that's not desirable somehow, get rid of it when the user has been blocked from main namespace(s).
