Basically none because this only results in an error if and only if the username is not a valid title.
Notes
This happens when I go to https://test.wikipedia.org/w/index.php?user=%2332311304&title=Special%3AGlobalUserRights. On Special:GlobalUserRights is it possible to edit global group memberships via the global user id by prepending a #. In this case I tried to use the global user id 32311304.
This only results in an error because the name of this user is not a valid title. The username of the user with the global user id 32311304 is ~~~~~~~~~~.
